Why a couple of cents block a country change

Store credit belongs to one storefront and one currency, so Apple asks you to empty it before the switch — and "empty" means exactly 0.00.

Prices never match your leftover

Apps start at $0.99 and in-app items come in fixed tiers. A purchase bigger than your credit does not clear it — Apple spends the balance and charges the rest to your card, leaving a smaller, stranger number. Everything that blocks a country change.

In the US, the price is not the charge

Questions

Does Apple really require a 0.00 balance to change country?
Yes. Apple lists an outstanding store credit balance as a blocker for changing the country or region of an Apple Account: the balance has to be spent down to zero first, because credit is tied to the storefront and its currency and cannot be moved to another country.
Can I get the remaining balance refunded or transferred instead?
Apple does not transfer store credit between countries and does not pay it back to a card as a rule. In practice the balance is either spent, or — when it is a very small leftover — removed by Apple Support at their discretion.
Does Last Cent need my Apple Account password?
No. The app never asks you to sign in, has no access to your account and cannot see your real balance. You type the amount in yourself and you make the purchases yourself in the App Store.
Does the app change my region for me?
No. It only helps you get the balance to exactly 0.00. Changing the country is something you do yourself in Settings, and Apple asks you to accept the new storefront terms and pick a payment method there.
How much does Last Cent cost?
The app is free. The only money involved is the store credit you already have and are spending on ordinary App Store purchases.
Which currencies does it support?
US dollars, Russian roubles and Turkish lira. For the US App Store the app also asks for a ZIP code, because US prices are listed before sales tax.
