When your Apple Account balance is too small to spend

A balance of $0.17 is both unspendable and, if you want to change your App Store country, blocking. The cheapest thing in the store costs more than you have, and Apple will not switch storefronts until the credit is gone. There are three ways out of it.

Why tiny leftovers happen

Almost every stuck balance comes from one of three places:

• A gift card minus some purchases. $25.00 spent on a few apps and a subscription rarely divides evenly — what is left is whatever the arithmetic produced: $0.26, $0.63, $1.04.
• Sales tax, in the United States. Prices are listed before tax, so a "spend it all" plan built from price tags is always off by the tax amount. That is where the classic $0.01 and $0.03 remainders come from — see the detailed explanation.
• A partial subscription charge. The credit covered part of a renewal, your card covered the rest, and a few cents survived.

None of these is unusual, and the amount is not the point — any non-zero balance blocks a country change.

Why you cannot simply spend it

Paid apps start at $0.99, and the cheapest in-app purchases sit around the same level. With $0.17 in the account there is nothing to buy: Apple will not let a purchase go through at a discount, and buying something dearer just charges the difference to your card while the balance stays where it is. The credit is genuinely stranded.

Three ways out

1. Ask Apple Support to remove it

The free option, and the right first move for very small amounts. Contact Apple through getsupport.apple.com or the Apple Support app, pick the Apple Account / billing topic, and say plainly that you want to change your country and cannot spend the remaining credit. Support can zero a small remainder at their discretion. It is not guaranteed and can take a few days, but it costs nothing to ask.

2. Top the balance up, then spend the whole thing to zero

Counter-intuitive but reliable: add a small amount of credit with a gift card for your current storefront, which turns an unspendable $0.17 into a spendable total that a combination of purchases can hit exactly. You end at 0.00 and the region change goes through. The catch is that the top-up has to be planned — adding a random $10 just moves the problem, because $10.17 has to be spendable to the cent as well.

3. Let a subscription absorb it

If you are not in a hurry and are not changing region, an active subscription will consume the credit at the next renewal. Not useful for a region change — active subscriptions block that too.

What this looks like in practice

The thresholds shift with your storefront and, in the US, your local tax rate — a $0.99 app costs $1.06 in one city and $1.09 in another, which changes what is reachable.
